If you want to start the car with it, the typical requirement of a car is 12V 2A, so NO it cannot.

If you just want to charge the battery of the car, the typical requirement of a car would be 12V 4-5A, so yes, you could.

Question

Do you hear a rattle?

I have a new one of these and it is working fine except for a rattle. It is hard to pinpoint. It is not a loose bolt or the engine. I think it is coming from the generator end. Is that normal with these units?

This generator has sine wave technology. The power is pretty clean with only electronic load. A surge protector is always recommended for electronic equipment as the protector's price is low these days. Buy a surge protector with as high a joule energy absorption as you can afford. All will be fine and the surge eliminator will also stop stray voltages due to static on the extension cord you use.
