The latest one in Blue color claims to show True RMS. Older models with same SKU do not, I have both. RMS means Root Mean Square and it is the integration over each AC cycle to show the energy value of the voltage or current. Most meters can show only an average and this is fine unless you measure the current of a dimmer or pulse width controlled load which is not a sinusoid. Then it is an error to show the average.
Look up "crest factor" for more help on this.
AC Power factor also plays a role in energy and power measurement and this meter could not help in this matter.

No, this meter does not give true RMS readings. These meters read the peak-to-peak AC voltage and multiply by .35 or 35 percent. This method is acceptable for purely sinusoidal waveforms at a constant frequency, ie Household hydro at 120VAC at 60 hz. Any other waveform, such as Square, triangle, etc. or varying frequency requires a much more expensive meter.
